Dr. Elizabeth Steyn, Associate Dean of Graduate and Professional Programs at ¶¶ÒõAPPµ¼º½ Law appeared before the House of Commons Standing Committee on National Defence (NDDN) to provide expert testimony as the NDDN begins its consideration of the nexus between national defence, national security, and the critical minerals sector.

At the , Steyn presented evidence on why critical minerals should be treated as a strategic defence resource, not just an economic or energy-transition issue. Her recommendations focused on redefining critical minerals based on national security needs, creating strategic stockpiles, investing defence funding in mineral supply chains, carefully reviewing foreign control of mineral assets, and regularly updating Canada’s critical minerals policy.

According to Steyn, there cannot be national security without critical minerals. Canada must treat critical minerals as a strategic defence infrastructure, not just commodities. Currently sitting, Canada is unprepared in this domain, despite the minerals being essential for defence and modern technology.
